Robert T. Shaffer has a varied litigation practice. He has experience representing public utilities, large and small businesses, and individuals in products liability matters, toxic tort litigation, legal malpractice cases, securities litigation, employment disputes, serious personal injury cases, commercial lending disputes, shareholder and intra-corporate disputes, construction litigation, and a variety of other commercial litigation matters.
Mr. Shaffer also represents clients in the financial services industry. He has regularly advised registered representatives and broker-dealers on the enforceability of restrictive covenants in employment agreements, customer disputes, and compliance matters before self-regulating organizations.
In addition to his practice representing businesses in a variety of complex civil disputes, Mr. Shaffer has represented officers and employees of companies in federal and state criminal investigations.
Mr. Shaffer has tried cases in state and federal courts and before both industry and privately-retained arbitrations panels. He has briefed and argued appeals in federal and state courts in Maryland, the District of Columbia, and elsewhere. Mr. Shaffer also has represented clients in matters before various agencies and self-regulating organizations, including the Maryland Public Service Commission, the Maryland Securities Commissioner, the Securities and Exchange Commission, the New York Stock Exchange, the National Association of Securities Dealers, and the Financial Industry Regulatory Authority.
The Best Lawyers in America recognized Mr. Shaffer for his work in the areas of commercial, construction, labor and employment, and real estate litigation. He also was named a “Local Litigation Star” by Benchmark Litigation and has been listed in the Maryland edition of Super Lawyers since 2007.
Upon graduating from the University of Baltimore School of Law, Mr. Shaffer was law clerk to the Honorable Elsbeth L. Bothe, Associate Judge, Circuit Court for Baltimore City.

Represented a public utility in a successful challenge to the Public Service Commission’s issuance of regulations to deregulate the gas and electric utility industry in Maryland.

Represented a public utility in several wrongful death and serious personal injury cases involving contact with overhead power lines.

Defended a medical device manufacturer in litigation involving state common law claims that were held to be preempted by the Medical Device Amendments to the Federal Food, Drug and Cosmetic Act.

Defended publicly traded pharmaceutical company in various product liability matters.

Represented Fortune-500 companies in asbestos product liability litigation.

Obtained summary judgment for an issuer of securities in a fraud case, which was affirmed on appeal.

Successfully defended a large alcohol retailer in an administrative proceeding, which was affirmed on appeal.
