With more than 30 years of experience in the public and private sectors, Francis D. Carter is a veteran litigator with a proven track record. He has successfully represented clients in areas including general civil and criminal practice, white-collar criminal defense, business fraud, domestic relations law, business litigation, and legal and professional malpractice.
Mr. Carter’s high-profile cases include representing a key witness in the impeachment proceedings of former President Clinton and representing a defendant who avoided the death penalty in a yearlong capital murder trial in the U.S. District Court for the District of Columbia. He represented several government employees who were acquitted in high-profile cases involving multi-count indictments of business fraud, conspiracy, and contract fraud.
Mr. Carter has a long record of advocacy and public service, serving for six years as the director of the Public Defender Service for the District of Columbia. During his tenure, Mr. Carter and the lawyers he supervised represented thousands of indigent residents of the city, and argued a number of cases before the U.S. Supreme Court.
Following law school, Mr. Carter served as a law clerk to the Honorable H. Carl Moultrie, chief judge of the Superior Court for the District of Columbia. In addition, Mr. Carter has been a faculty member for the Intensive Trial Advocacy Program at Harvard Law School (1992-2003, 2006-2008).
In 2007, he was named one of the “Top 15 Black White-Collar Criminal Defense Attorneys” in the country by Corporate Crime Reporter, and one of the Washington, DC area’s “Top Lawyers” by Washingtonian. In 2003, Legal Times named him one of the area’s “Top 20 Litigators.” Since 2007, Mr. Carter has been listed in The Best Lawyers in America in the categories of Commercial Litigation, Non-White-Collar Criminal Defense, and White-Collar Criminal Defense.
