Carlos Angulo Returns to Zuckerman Spaeder LLP as Partner

Zuckerman Spaeder LLP is pleased to welcome returning partner Carlos Angulo, who rejoins the firm after serving as Legislative Director for Sen. Sheldon Whitehouse (D-RI). Mr. Angulo’s practice will focus on litigation, administrative practice before the Food and Drug Administration (FDA) and legislative policy matters. He was originally an associate at Zuckerman Spaeder from 1999 to 2003 before being named a partner, a position he held from 2004 to 2007 and now resumes.

Bush. “Carlos has extensive experience in food and drug law and complex commercial litigation, as well as an understanding of civil rights and health-related legislative policy matters. His courtroom experience and legislative expertise make Carlos a tremendous asset in today's constantly changing regulatory environment.”

Mr. Angulo has often represented clients before the FDA and has represented both state and nationwide classes in actions under federal Medicaid statutes, ERISA and other federal and state laws. Mr. Angulo has also represented defendants in multiple securities class actions before state and federal courts and the Securities Exchange Commission. He also practices in the areas of corporate compliance, government ethics and political law.

Mr. Angulo previously served as legislative counsel to Senator Paul Sarbanes (D-MD) and as staff counsel to Sen. Paul Simon (D-IL) on the Subcommittee on the Constitution on the Senate Judiciary Committee. Before working on Capitol Hill, Mr. Angulo served as a law clerk to the Hon. Phyllis A. Kravitch of the U.S. Court of Appeals for the 11th Circuit, and as a trial attorney in the Civil Division of the Department of Justice.
