Kirk represents individuals and commercial entities in a wide range of civil and criminal matters, including disputes involving fraud, international business transactions, breach of contract, government investigations, professional malpractice, and impact litigation, while maintaining an active pro bono practice.
Before joining the firm, Kirk served as a law clerk to the Hon. Natalie E. Hudson, Chief Justice of the Minnesota Supreme Court, and the Hon. John T. Copenhaver, Jr. of the U.S. District Court for the Southern District of West Virginia.
Kirk graduated from Georgetown University Law Center, where he served as Articles Editor of the Georgetown Law Journal and was a Global Law Scholar and member of the Appellate Advocacy team. During law school, Kirk also served as a legal intern for the U.S. Department of Justice, Office of Foreign Litigation.

- Represents a health plan in a False Claims Act investigation alleging failure to disclose error made by government actuary that caused overstatement of past capitation rates, resulting in tens of millions of dollars of asserted overpayments.
- Represented shareholder of a Maryland real estate investment trust (REIT) in connection with an action challenging the board’s failure to hold annual meetings in compliance with Maryland law in an effort to disenfranchise the entity’s shareholders.
- Worked on an independent compliance monitorship imposed by the DOJ to ensure that a global banking and financial services firm developed an effective compliance program and complied with certain U.S. federal criminal and regulatory laws.
- Represented a large health system and university in responding to third-party subpoenas in a federal antitrust lawsuit challenging consolidation in the market for enterprise wireless networking technologies.
